Temporary Deputy Speaker, three years is less compared to the kind of work the Director General has to undertake in a country whereby you have roads like the Kenya Rural Roads Authority (KeRRA) which is all over the country in the 290 constituencies. I support Hon. Maanzo who talked about how roads are sometimes neglected in other parts of the country. The addition to five years will enable the DG to handle the amount of work. The 10 years’ experience is necessary because one may find that it is hard to manage even with the basic and Masters’ degree because, the kind of work done is not only about road construction, but other civil works.
