    "content": "Mr. Speaker, Sir, water is life. If you go to the northern part of Kenya, today despite the rains, for the last two weeks before the rains, animals were dying. People do not even get water to drink and this is the 21st Century. Budget is allocated for water at the national level, it is allocated to the county for water, especially sinking of boreholes and getting piped water, but the situation is still very bad in those counties. As a country, we need to come up with strategies to intervene. We should deal with the situation of lack of water when our mothers today in the 21st Century are still carrying water on their backs. It is unacceptable and I think the Ministry of Water and Irrigation needs to do something about that situation especially in the northern part of Kenya."
