    "content": "The National Health Insurance Fund (Amendment) Bill (National Assembly Bills No. 21 of 2021) was published vide Kenya Gazette Notice No. 91 of 11th May 2021. The purpose of the Bill and the proposal thereof is to amend the National Hospital Insurance Fund 1998 to establish a National Health Scheme, and to enhance the mandate and capacity of the National Hospital Insurance Fund to facilitate and deliver the Universal Health Coverage. Mr. Temporary Speaker, Sir, the overview of the Bill, as far as the amendment is concerned, Clause (1) of the Bill provides the Short Title, Clause 2 provides the Long Title and Clause 8 provides the sources of funds. Sources of funds include contributions by contributors, National and county government employees, self-employed and unemployed persons over the age of 18 years. Clause 19 says that such monies may be appropriated by the national Government, gifts, grants and donations, funds from the national Government, county governments and retirement funds for provision of medical cover to retired employees. Clause (9) provides that the fund is to be managed by the Board and consists of the Chairperson appointed by the President, Principal Secretary (PS) Ministry of Health and the PS for the time being responsible for matters Finance. There is also one person nominated from each of the following: The Health Professionals Oversight Authority, the Federation of Kenya Employers (FKE), the Central Organization of Trade Unions (COTU), one person not being a governor nominated by the Council of Governors (COG).
