    "content": "Mr. Temporary Speaker, Sir, it was the High Court and the Court of Appeal that declared all that business as null and void. Maybe if Sen. Wambua would feel better if I use the words ‘null and void.” The other definition of null and void is nonsense. I am just saying that I want to stick to the Bill. The first thing I would like to capture or refer to in this Bill is Clause 9 which is Section 4 actually of the Act itself. It captures the board members. It is dealing with the question of the board. The representation of the board, if you look at the notes of the Chairperson is praising this Bill for improving the representation of county governments. If you look at the representation of county governments, it is only one person not being a governor nominated by the CoG. Mr. Temporary Speaker, Sir, the question I ask myself is: Is one person enough for a board that is dealing with a sector that is largely devolved? Health is largely devolved. Apart from three or four referral hospitals, the health sector is largely devolved. The public institutions involved in delivering this service in thousands are managed by county governments. Is it wise to say, and I hope the Chairperson captures this that only one person would represent the county governments in that board.
