    "content": "Mr. Temporary Speaker, Sir, I thank you for giving me the opportunity to also contribute on this Bill. Whatever is being said on the Universal Health Care (UHC) system in this country is captured in Clause 2 of the Bill which provides for a long title for this Bill. In fact, it is a summary of what is contained in the entire Bill. This is an Act of Parliament to provide for establishment of the National Hospital Insurance Fund (NHIF). The second aspect of the Bill is to establish the National Hospital Insurance Fund (NHIF) Management Board. This is the area where the majority of membership have already made contributions regarding what must happen to the composition of the board. Some Members have argued that we should allow for the representation of missionary hospitals on the board. However, if you look at Clause 9 of the Bill which speaks on the membership of the board---"
