    "content": "(b) Implementation of scheme of service for ECDE teachers; and, (c) remuneration package and general welfare of ECDE teachers. To enable the judicious disposal of this Petition, the Committee resolved to conduct an inquiry on the issues raised, and we did a county visit. The Committee on Labour and Social Welfare is very hardworking. It has very good Members and staff and we did a visit to Kericho, Kisumu and Bomet counties. We went there on 27th October, 2021 and we were accompanied by the area Senator, Sen. Aaron Cheruiyot, MP alias KKK who was a very gracious host. He accompanied us to all the meetings, we dealt with the issue of Early Childhood Development Education (ECDE) and that of James Finley’s whose report is coming because there are some underlying issues. We have asked for more information on the issues of tea. The Senator for Nyamira County also wants us to go to his place because of the same issue, but that visit could not happen at the time. While in Kericho County, we met with the Governor, Hon. (Prof.) Paul Chepkwony, EGH, and his team. Amongst them the County officer, the Chief officer, the County Executive Committee (CEC) in charge of Education, the Petitioners, the Kericho County Public Service Board as well as Members of the committee on Labour, Governance and Social welfare of the Kericho County Assembly. Madam Temporary Speaker, before I make my observations, allow me to state that Kericho County is very lucky to have the Governor and Senator that they have. Their Governor, Prof. Chepkwony, who says he does not like noise hapendi kelele brought everybody; the Chairperson of the Public Service Commission and the petitioners were all there such that you do not ask a question and then you are told to come for an answer in another meeting. All the issues were addressed there and then. The Governor has a good working relationship with the Senator. We observed the following because we decided to look not just at Kericho County, because it was just an example. We looked at the issue of ECDE teachers across the Republic of Kenya. (1) There is no uniformity in the remuneration of ECDE teachers across the counties. After we left Kericho, we went to Bomet County. What an ECDE teacher is paid in Kericho County is very different from what they are being paid in Bomet County. I was surprised that Bomet County is even paying more. We would assume Bomet is a smaller County, but they are paying more to the ECD teachers. These are teachers that have been trained together in the same class, but when you go to one county, you discover that an ECDE is earning half of what his or her counterpart is earning in another county. (2) There exists a working document which is the scheme of service to get to ECDE teacher management. It was presented by the United Nations International Children Emergency Fund (UNICEF) together with different institutions. The Salaries and Remuneration Commission (SRC) and the Council of Governors (COG) came together and came up with a document, but it is not being implemented neither has it been ratified. (3) ECDE teachers in Kericho County, at that point were working without any scheme of service. The electronic version of the Senate Hansard Report is for information purposesonly.
