    "content": "Madam Temporary Speaker, I would like to inform the whole country that we are considering a proposal in the Committee on Labour and Social Welfare. I hope we have time because as you can see, as time is going Members are focusing elsewhere to the elections. Before March, my Committee will try and bring this amendment to the County Government Act, 2012 to harmonize and standardize remuneration and compensation for all county government workers. Once we ratify this scheme of service and say that an ECDE teacher needs to be paid a minimum of Kshs15,000 or Kshs20,000, the Senate working closely with the Committee on Finance and Budget will see which counties have got gaps. You may find that Nairobi City County maybe the teachers are being paid Kshs5,000 less and we look at the entire country and we see that in the County Allocation of Revenue Bill how to incorporate that additional amount for those other counties and to ear mark it. Many counties might be willing, but they do not have wiggle room in their budgets as it is. We commend that the County Government of Kericho has a follow up on its commitment on the issue and its 2021/2022 budget provides the salary increment to attain the minimum salaries in line with the schemes of service. Since they committed on record of the House and the Committee, that will be done. I hope that the Office of the Clerk of the Senate will transmit to the Council of Governors that working document of the scheme of service for ECDE teachers within three weeks of tabling this report. Once we receive that working document, we shall bring it as a Motion for adoption by Senators, so that the scheme of service for ECDE across the country be ratified by the Senate by resolution. If we do that, we shall have done something meaningful for this country. I beg to lay the report on this petition."
