    "content": "President came out clearly to say that, yes, money is going to the counties, but it is not enshrined in law. It has to be enshrined in law. When we are representing people, Kenyans must know that we are representing them, especially the people in the counties. Money must go to the counties, so that development can be there, education can be improved and everyone can also get a service. That is what the Senate is mandated to do. We are here to represent people. We are here to represent wananchi . We cannot represent wananchi if money is not going to the counties. Thank you for the opportunity."
