    "content": "As mentioned earlier, my administration has increased this allocation to 30 per cent through administrative fiat. However, to anchor this goodwill in the Constitution so that devolution is embedded, we wanted a constitutional amendment that was clear and certain. This did not happen. Had this amendment been adopted, counties would have, by law, received Kshs562 billion instead of the Kshs316 billion allocated to them in the 2020/2021 Budget, an increase of over 75 percent of their current allocation. The second loss from the first amendment was proportional representation. Proportionality is about the equitable distribution of resources amongst all groups.
