    "content": "Thank you, Mr. Speaker, Sir. Health is the most important devolved function. While I appreciate the rush that seems to be there, I think it is a great disservice to the millions of the people we represent for us not to be allowed to exhaustively discuss this issue. Five minutes to talk about health is not adequate. I will give you an example of Nairobi City County. The wage bill of the Nairobi Metropolitan Service (NMS), for instance, 58 per cent of it, Kshs6.4 billion, is on healthcare. The total budget of the health sector is Kshs11 billion."
