    "content": "THAT the Bill be amended by inserting the following new clause immediately after Clause 4- Insertion of new section 4A in No.12 of 1997. 4A. The principal Act is amended by inserting the following new section immediately after section 3- County director of cooperatives. 3A. (1) There shall be an Office of the County Director of Cooperatives which shall be an office within the county public service. (2) The Office shall consist of- (a) a director who shall be designated by the respective county executive committee member from amongst the public officers within the county public service; and (b) such other county public officers designated by the county executive committee member as shall be. necessary for the effective performance of the Office. (3) A county executive committee member shall, in designating a public officer under subsection (2)(a) ensure that such person has knowledge and experience in the administration and management of cooperatives."
