    "content": "On a point of order, Mr. Speaker, Sir. I do not think the Assistant Minister is in a position to help this House and Kenyans. That is because the issue of birth certificates is not only with the Ministry of Education. There are a number of Ministries involved. Would I be in order to ask the Office of the Prime Minister to address this issue? Since it is an issue of national concern, could he actually ask the Ministry of Education to suspend that requirement, because we are not making any headway?"
