    "content": " It is very important to have a clear way of how that money is going to be transferred and how it would be monitored because county governments are notorious. Whatever the national Government has done, they will claim to have done using other funds. From the Consolidated Fund, and the money that has been sent to them, you may never know whether it is from their collection or a national Government project. I have seen a road that has been launched by His Excellency President Uhuru Kenyatta and also launched by the Governor of that particular county claiming that it is theirs. You may never know this during auditing. Those audit reports should be followed by the amount of money that has been transferred so that we know which projects have been funded by the national Government and which ones are by county governments. We should have a clear way of transferring, monitoring and even labeling the projects specifically. Thank you, I support."
