"content": "Mr. Speaker, Sir, there is a small amount of legal milk that was imported into the country. It is also true that a substantial volume of milk came into Kenya illegally during the dry season. It was consumed by other milk processors and companies such as Nestle who need it for their chocolate making and milk powder processing. Those are the kinds of companies that need it for specialized products that they produce. Substantial quantities were, therefore, accumulated and when it came to January, the combination of a good rainy season and the excess products in the market caused the crisis. What am I doing? As the Minister in charge of the co-operatives, we have been in consultation with various wings of the Government such as security, Kenya Revenue Authority (KRA) and other institutions that are supposed to ensure that milk is not imported into this country illegally. Those consultations and actions are also being taken by the Kenya Dairy Board (KDB), the institution that is charged with the responsibility of monitoring and assessment of milk products."
