    "content": "Mr. Speaker, Sir, the advantage of being a Minister for Co- operative Development and Marketing is that you are not a security officer. Once you pass on the information to the security wing of the Government--- I have said that we are working flat out with all the wings of the Government. We are working with KRA, KDB and security forces to try and establish that. As I said, it was not necessarily declared as milk powder. What was formally registered by the KDB is a very small quantity of the total volume that came into the market. But we know that since KCC is the biggest producer and its powdered milk has not been bought, we know that somebody has brought in milk powder."
