Speaker, as you are aware, the 2022 Budget Policy Statement submitted and tabled on Wednesday, 1st December 2021, is a statutory document with strict timeliness as provided under Section 25 of Public Finance Management Act and National Assembly Standing Order No.232. Section 25 of the PFM Act provides that the Cabinet Secretary, National Treasury, to submit the BPS by 15th February each year. Thereafter, Parliament shall, not later than 14 days, after the BPS is submitted, table and discuss a report containing its recommendation and pass a resolution to adopt it with or without amendments. In view of the revised Budget calendar to accommodate the General Elections scheduled for August 2022, the 2022 BPS was submitted to Parliament by 30th November 2021. The Cabinet Secretary, National Treasury and Planning, shall take into account resolutions passed by Parliament in finalisng the Budget for the Financial Year 2022/2023 and the Medium Term. Noting the BPS forms the basis for preparation of 2022/2023 Annual Estimates which are expected to be brought early February next year, it is imperative to process the 2022 BPS before end of this year. In that regard, I would request your indulgence as well as that of the House, so that I table a calendar of timelines in processing 2022 BPS and request the relevant departmental committees to adhere to the set timelines. In addition, I will be liaising with the House leadership and the House to agree on it. I hope the House will consider our request and approve."
