    "content": " Thank you, Hon. Temporary Deputy Chairman. What I noticed is that, what the Chairperson said is very good but it is not what is in the proposed amendment. The proposed amendment does not provide any role for the Board at all. According to the proposed amendment, it shall now read: “There shall be a Director General of the Institute who shall be competitively recruited and appointed by the Cabinet Secretary.” What you are saying conforms to Mwongozo standards, is not what you are doing. You are giving sole responsibility to the Cabinet Secretary. Why? If there is a reason, for instance, if you want the power in here to be in the Cabinet Secretary alone, that is okay but, at least we need to have a good reason for that."
