    "content": " Thank you, Hon. Temporary Deputy Chairman. I beg to move: THAT, Clause 38 of the Bill be amended by─ (a) deleting Sub-Clause (1) and substituting therefor the following new Sub- Clause ─ “(1) The Cabinet Secretary may within six months upon enactment of this Act, make Regulations generally for the better carrying out of the provisions of this Act. (b) deleting the expression 9(6) appearing in Sub-Clause (2) and substituting therefore the expression 94 (6). The justification is to give the Cabinet Secretary the right to make laws that will operationalise this Bill once it is passed as an Act of Parliament. We are giving him a six-month timeline. Thank you."
