"content": "Mr. Speaker, Sir, hon. Khalwale wanted to know whether this is just confined to civil servants. That appears to be the case. But he knows exactly what happened thereafter. The civil servants were sent home. As I mentioned, we are still consulting on the others. But I did not dismiss the Ministers; I did not even presume that the Ministers were guilty. All I said was that they were under investigations and that was the reason why they needed to step aside. So, there is always the presumption of innocence until proved guilty. So, I do not want any impression to be created here that those Ministers were guilty, because the report, which is a very comprehensive one from PriceWaterhouseCoopers, said that they did not talk, for example, to the Ministers. Mr. Speaker, Sir, they have even asked why I did not include the Minister for Special Programs, and I said that the report did not mention the Minister for Special Programs, neither did it mention the Prime Minister. So, the House also needs to know that officers in the Office of the Prime Minister, the Permanent Secretary and the Chief of Staff were not sent out by the President. They offered to step aside and they made that public long before hand. They were not asked to step aside; they had already stepped aside by the time the others were asked to step aside. Mr. Speaker, Sir, Dr. Khalwale then asked about the City Council of Nairobi (CCN) and the Ministry of Local Government. If you look at that report, it states clearly that they are not yet completely through. They have completed part of the work they are doing and there is somebody they are looking for to interview. At the same time, they also said clearly that they have not taken statements from the Deputy Prime and Minister"
