    "content": " Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I want to make a few observations which I noted during the State of the Nation Address. One of them is very fundamental. The Session was gazetted to begin at 2.30 p.m., but we began one hour and 15 minutes late at 3.45 p.m. and no explanation was given. It would be important for us to know why there was a delay and if it was proper. During parliamentary sittings, the quorum bell is rung for ten minutes and, maybe, some extra ten minutes.
