    "content": "Another issue the Committee on Health saw is that there is no information on the 50 new Level 3 Hospitals that will be built across the counties. This seems to marginalize our counties more. Most of the counties do not have Level 3 health facilities or hospitals. With indication that there is budget allocation for new Level 3 Hospitals, which is not specifically targeted to go to marginalized counties, this BPS seems to create more marginalization to those counties that do not have these facilities."
