    "content": "Mr. Temporary Speaker, Sir, there is the issue of pending bills. Today, many businessmen and women, including our youth, are owed a lot of money for services they delivered to counties. I wish the National Treasury and Planning could have stated how they will allocate money for pending bills, both for the national and county governments. The issue of pending bills is killing our business sector in terms of capital. Our business people are not able to provide services again because of those pending bills."
