    "content": "Thank you, Mr. Speaker, Sir. I rise to support the report of the Committee on Finance and Budget on the BPS. I support it knowing that what we are dealing with, today, is policy and that the relevant Bills are yet to come. The Committee in its report has noted that the BPS is the most important starting point because it guides the horizontal and vertical allocation of resources. How I wish that we had convened at a time when all the Members were able to be present here. I want to inform the House that part of the reports that I have laid before the House today, make certain amendments to the County Governments Act.
