"content": "Madam Deputy Speaker, I note the change in the Chair. On the issue of UHC, in Nandi County as we speak, the staff that were hired under UHC are yet to be paid up to today. There is a big challenge that we need to look at. I thank Sen. Kibiru’s Committee for noting this. This is because there are many young people that are working under UHC that are yet to be paid. The UHC should be more like the National Health Services (NHS) of Britain and the United States of America (USA). Sen. Olekina can be in a position to know much more because he has lived in an efficient system unlike us who are used to an inefficient and ineffective system. Madam Deputy Speaker, another point I want to note is the public debt management office. The word on the corridors of power like is written in some newspapers is that, there is an attempt to increase the public debt ceiling to Kshs9 trillion. I am happy to be among the few Senators including, Sen. Wambua, that refused to vote for the increase of public debt. You can see our wisdom. You know many people imagine that we are anti- Government and that we were rude and insensitive. However, no money that was borrowed to settle commercial loans."
