Of course, there should not be any attempt, imagination or dream to bring back or raise the ceiling to Kshs9 trillion. This is because the National Treasury has never been sincere. If they were sincere, they would have done what they promised to Parliament. They would provide timely reports and ensure that the money they wanted to borrow sorted out the expensive commercial loans. However, they have never done that."
