    "content": "THAT, the Bill be amended by inserting the following new clauses immediately after clause 7: Amendment of section 7A. The principal Act is amended in section 40 (1) (c) by 40 of No. 9 of 2009 deleting the word “Minister” and substituting therefor the word “Cabinet Secretary”. Amendment of section 7B. The principal Act is amended in section 42 by deleting the 42 of No. 9 of 2009 word “Minister” wherever it appears and substituting therefor the word “Cabinet Secretary”. The import is to change the nomenclature from “Minister” to “Cabinet Secretary.”"
