"content": "The House did agree with the Committee and the two provisions were forthwith deleted from the Bill. It is however instructive to note that there was no mention of unconstitutionality of the said provisions as a ground for recommending their deletion. Instead, the Committee cited the need for such amendments to be contained in a separate Bill in order to allow wider public participation. Hon. Members, the same amendments were re-introduced in the Finance Bill, 2019 under Clauses 50 and 51 relating to the Proceeds of Crime and Anti-Money Laundering Act. Their re- introduction elicited concern within the House and external stakeholders alike. At that time, two overarching arguments arose.
