The inclusion of an express provision of the nature and extent of limitation of the rights affected by the Bill aligned it with the Constitution. The question as to whether the justification provided for the limitation proposed is adequate is one that only this House, in exercise of its exclusive legislative mandate, can consider and either agree with, enhance where a gap is noted, or disagree with entirely.
