    "content": "Madam Chairperson, I beg to move- THAT Clause 2 of the Bill be amended by inserting the following new paragraph immediately after the proposed paragraph (n) – (na) conditions for the termination of the agreement. Madam Chairperson, the reason for this amendment is to provide detailed procedures for transfer of functions between the national Government and county governments. This particular Clause 2 talks about the details that should go into the deed of transfer so that it is not left at the discretion of the Executive, but it goes through the county assemblies and Parliament before execution. Madam Chairperson, I beg to move."
