    "content": "The rationale for this amendment is to provide a role for the Intergovernmental Relations Technical Committee (IRTC) in any transfer of functions arrangement. We are proposing that the custodian of the deed of transfer shall be the IRTC. The custodian of inventory of assets and liabilities shall be the same committee and at the expiry of a transfer like in the example of the Nairobi Metropolitan Services (NMS) and the Nairobi City County Government, the IRTC shall be involved in auditing and handing over the inventory of assets to the party to which constitutional responsibility belongs.
