This was in relation to the proposal by the Mover that each county government shall establish infrastructure for public participation. In our public hearings, it was felt that different counties might have different approaches to public participation. There are those who go to churches, others under trees, but there are those in urban areas like Nairobi that require infrastructure to be established.
