    "content": "Hon. Members, I have heard what both the Members for Turkana Central and Imenti Central – by coincidence, both of them are central – have said. I have, in fact, in making that Communication, taken into account all those aspects. In making this Communication, I have considered, among other things, the balance of convenience. That is why I have exercised the discretion vested in the Speaker, the Chair, by Standing Order No.1. Like I have said, this is the first time that we have a Memorandum in the form that it has been submitted to the Speaker. The provisions of the Constitution under the Section that I have referred to, Section 46, do not set out the fixed timelines on when the Presidential Memorandum must be considered by the House. But it does, among other things, indicate the substance that goes into the Presidential Memoranda and if the two hon. Members just took care to acquaint themselves with what goes into the Memorandum, then you may find that there is a serious Constitutional matter that must be addressed before we deliberate on that Memorandum. It is for this reason that I am persuaded; I am convinced beyond all reasonable doubt and I feel that it is right that I make the Communication in the manner in which I have made it.
