    "content": " Thank you, Hon. Deputy Speaker, for giving me this opportunity. Hon. Murugara has raised very serious matters that need your guidance, and it is only fair that you give an appropriate ruling because we are staring at a situation where even Non- Governmental Organisations (NGOs) will begin to field political candidates if we do not tread carefully. We are making these laws for posterity and not for a particular group. So, we should look at the matters that have been raised by Hon. Murugara with the seriousness they deserve. Let us not put our political emotions into this because they are going to affect the coming generations. So, I beseech you to make your pronouncement and not to allow us to dilute what Hon. Murugara has raised so that you, as the Deputy Speaker of this House, guided by the Standing Orders, provide a proper ruling as to whether this Bill is properly before this House or not. If it is unconstitutional, it should be sent back to the sender."
