I have seen some Members up there. I am the one to give direction. These Members must give me space to give direction. This cannot be a shouting place. I have seen some Members out there and I am told there are some Members held up here. Let it be very clear that when the Division Bell is rung for five or three minutes or whatever time and when the Bar is drawn, there should be no Member getting into the Chamber whichever way. When the Division Bell rings and the door is closed and the Bar is drawn, there must never be a Member getting in after that. That must be very clear to the Serjeant-at-Arms and everyone else. Doing that will be gross misconduct. I order that the door be opened. Ring the bell for two minutes and then we can start."
