    "content": "It is true, Mr. Speaker, Sir, that medical facilities offer essential services. We have had a long time problem with the Kenya Power and Lighting Company in negotiating for them not to disconnect electricity in these facilities. But, unfortunately, the KPLC, as a private company, has always disconnected electricity and I think we need to look for ways and means of making sure that we pay our bills on time."
