    "content": "Besides that, Article 88 (4) of our Constitution is very clear that the mandate of conducting and regulating elections falls under the Independent Electoral and Boundaries Commission (IEBC). We do not want overlapping mandates between the two offices. We recommend that we delete Clause 25 from the Bill."
