"content": "Section 24 of the principal Act is amended in subsection (1) (a) by of section 24 deleting the words “the revenue collected by the national government as of No. 11 of may be provided by Parliament” and substituting therefor the words “all 2011. the national government’s share of revenue as divided by the annual Division of Revenue Act enacted pursuant to Article 218 of the Constitution as may be determined by the National Assembly”. Hon. Temporary Deputy Chairlady, when we passed the Act in 2011, it was not harmonised with the Constitution in terms of reference to the basis for sharing of revenue. Therefore, Section 24 still talks of revenue and the percentage that shall be shared based on the national revenue collected. However, Article 218 of the Constitution has now defined that you only share what is attributable to the National Government after removing what belongs to the county governments, after the Division of Revenue Bill. This is a clean-up exercise to ensure that reference to the sharable revenue is after taking into account the Division of Revenue Act and removing the portion that is supposed to go to the counties. This is to ensure that the Act complies with Article 218 of the Constitution. With those remarks, I beg to move."
