Temporary Deputy Chairlady, I beg to move: THAT, the Bill be amended by inserting the following new clause immediately after Clause 19— Amendment of section 33 of 19A. Section 33 of the principal Act is amended by inserting no. 11 of 2011. the following new subsection immediately after subsection (5) ― (5A) The Office of the Registrar shall ensure reasonable access to its services at the county level and may determine from time to time conduct of its business in any part of the Republic. Hon. Temporary Deputy Chairlady, the reason I am doing this is because we are creating an imperial registrar. It is important for every county to be able to have a registrar of all political parties in it. Therefore, the Office of the Registrar should open an office in every county so that it can be easily accessible to members of political parties rather than depend on a central point in Nairobi.
