    "content": "I urge that even as Members contribute to this Bill, that we approve it so that counties are allowed to procure the drugs and medical supplies without any constraints or the bureaucracy that we are seeing at KEMSA. Counties should be free to procure without spending a lot of taxpayer’s money and enriching a few people in Kenya."
