    "content": "Mr. Speaker, Sir, when we look at health as a devolved function, let us also look into the push system that is applied by KEMSA whereby when the drugs are procured, most of these drugs are given to the county governments or county facilities through a push system when they are just about to expire. They do very little to enable the patients get the certified services that they require. When KEMSA realise that these medicines or products are just about to expire, this is when they are pushed to the facilities."
