    "content": "Mr. Speaker, Sir, what I am saying here is that the push system that is put in place by KEMSA and the bureaucracy that is there delays the process. Yes, the counties are required to request for the drugs or the products they want. However, most of these products are given to the facilities, but the system that is in KEMSA delays the whole process. Hence it makes it cumbersome for the county governments to facilitate their patients or what is required at the county level through their facilities, to make sure that the patients are treated and attended to at the right time."
