    "content": "Madam Temporary Deputy Speaker, that has caused concern to everybody - especially the youth. If it is a white collar job, they are asked whether they have experience. Already, we have the Kazi kwa Vijana Programme which is a non-starter in the first place. Those are huge sums of monies which can be used to start what we call cottage industries to ensure that the youth get employment as they participate in activities within those cottage industries, rather than giving money to be paid per day under a programme that is not really sustainable."
