    "content": "Mr. Speaker, Sir, I am not aware of that problem because these transporters are paid. The problem we had in Samburu East District was not because of non-payment of the transporters. It was because a new district was created and the District Education Officer (DEO) had not been informed. As you know, it is the DEO that contracts the transporters. That was the reason for these delays. As you know, there are new districts all over the country. Some of them do not even have DEOs and other district committees. So that is one of the problems that we have here."
