    "content": "The gist of the Report or the recommendation of the committee is simple and straightforward. Repayment of loans – be it domestic or foreign – is such an important matter that requires every single Kenyan to have a say in the way the matters are handled. The Committee was unable to be persuaded that there was any iota of evidence of public participation. Given that situation, on its own, what we call the Regulations or the Guidelines, were dead on arrival."
