    "content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) The demand for ivory in the international market is to blame for the increased elephant poaching in the country. The market is mostly in the Asian countries, especially China. The demand increased after the downgrading of the elephant by Convention of International Trade in Endangered Species (CITES) to allow a one-off sale of Government ivory stock piles by southern African countries in 2008. That fueled the local black market which, in turn, increased elephant poaching in most elephant ranges in Kenya."
