    "content": "did we intend to just appoint somebody to take that money down the drain? If we are not even following up that money, then what are we doing? It is not that we lack laws in this country. The laws are there and we keep amending. We keep saying that we need food security and to do irrigation. At the end of the day, the law that we put in place is not implemented because nobody goes to follow up on what is happening on the ground. While irrigation is a good start and gesture; while food security is something that we must do as a county, we must also ensure that people are accountable to these systems that we put in place. We cannot say that we are going to realize production of food because we are going to do irrigation and yet, somebody five years down the line has not accounted for the money that has gone to waste. It is time we got serious and went back to the schemes and ensure that we have food in this country. I support these amendments."
