    "content": "you will see that there are some helpless youths. They want to come up with a project, they have formed a group, but they do not know how to do a proposal for funding. These people need to be trained on how to write proposals for funding. The proposals should be taken over by the county governments so that if it is a group of youths or women, they are empowered so that eventually they become productive citizens. Madam Temporary Speaker, if all people are empowered from the ground, then the nation becomes better because no one will become a burden to another. This will also increase our Gross Domestic Product (GDP). I am in agreement on what the Bill stipulates on composition of the groups"
