    "content": "Thank you, Hon. Temporary Deputy Chairman. Many times, administrative procedures do not really live up to what we expect. I rise to object the amendment because NITA has no capacity to collect these revenues. Even through that arrangement, we are still collecting revenue of one out of five employers who should remit the money to be used for training for self-sufficiency, improved production of our companies and updating employees."
