    "content": " Hon. Temporary Deputy Chairman, NITA has no capacity to keep the database for all employers. Therefore, it cannot effectively assess the training levy as it is required to be paid by the Bill. Since NITA does not have the capacity, we want to remove its mandate of collecting the levy and vest it on KRA. This is simply because it has the records of all the employers and employees. It also has the experience. There is no employer who will play games with KRA. It will, therefore, take a very short time for KRA to get 100 per cent compliance. Thank you."
