    "content": "They could also have some refresher courses organised for them so that incase of any pandemic, they would be aware of what is happening and pass the skills to their patients and community. So, this is a very important Bill. In some counties like Kitui, healthcare has been a big issue. There is no medication. People are desperate and they expect to be treated. When we come up with medical cards, they do not work. We are given medical cards but there is no medication. You pay for the medical card but there is still no treatment. The health sector in the counties is wanting. I urge the Government to relook at it and know whether it should be a devolved function or it remains at the national level. There is need to have these volunteers and health workers get some money for transport and airtime. They should also have necessary items like identification cards and uniforms to show that they are health workers. I support the Bill."
